Violation scenarios and punishment rules

Introduction

  • Your use of WeCom is subject to the terms and conditions of Tencent WeCom Software License and Service Agreement and WeCom Account Usage Rules. The document aims to help WeCom users to better understand and comply with relevant agreements and rules with the aim of assisting them in using WeCom, rather than modifying or changing any term or condition described in the Agreement and Rules mentioned above.
  • The document is dynamic. We reserve the right to modify or update the content thereof based on updates to applicable laws or as necessary for product operation’
  • The document describes three penalty rules, including penalties for different violations, and FAQ. Violations include but are not limited to the behaviors listed below.

Rule 1:

Penalty measures

Taking a cascade approach to penalizing the member’s account :
For the first violation, the interoperability feature will be blocked for a short period of time and the organization’s administrator is allowed to apply for restarting the account.
For the second violation, the interoperability feature will be blocked for a short period of time and it is not allowed to apply for the account restart.
For the third violation, the interoperability feature will be disabled permanently.
Note:
However, if it has caused a severe impact, regardless of the number of violations, the account of the member and even the organization and administrator will be blocked directly.

The corresponding violations include:

  • Sending content that causes harassment
    Including but not limited to content that causes harassment to users, such as ad and marketing information sent frequently to users, which result in user complaints and the member’s account blocked by the users.

  • Sending content that induces users to share
    Including but not limited to using rewards, exaggerated language or curses to intimidate or entice users to share the content in their Moments.

  • Maliciously adding external contacts
    Including but not limited to abusing the interoperability feature and maliciously adding external contacts, which cause harassment to external contacts and complaints.

Rule 2

Penalty measures

The WeCom member account bounded to the WeChat account will be prevented from the interoperability related features (without compromising other functions) until the corresponding WeChat account restarts, and then the WeCom account will automatically restart within 24 hours.
However, if it has caused a severe impact, we do not rule out the possibility of blocking the accounts of the member and even the organization and administrator.

The corresponding violations include:

Violating the WeChat Personal Account Usage Rules and being prohibited from logging into the WeChat account;
When communicating with external contacts via the interoperability between WeCom and WeChat, the WeChat account bounded to the WeCom account violates the WeChat Personal Account Usage Rules and is prohibited from login.

Rule 3

Penalty measures:

Blocking the member’s account permanently.
However, if it has caused a severe impact, we do not rule out the possibility of blocking both accounts of the member and the organization.

The corresponding violations include:

  • Using tag-on services
    Access to this software and related systems with plug-ins, tag-on services or other third-party tools and services without Tencent’s permission, including but not limited to using tag-on services for running multiple accounts concurrently, adding contacts in batches automatically and circumventing WeCom’s restrictions on the number of group messages.

  • Malicious registration
    Malicious registration and use of WeCom accounts, including but not limited to frequent registration, batch registration, abuse of multiple WeCom accounts, theft and forgery of other people’s identity information for the registration and trading of WeCom accounts.

  • Illegal and non-compliant account information
    The account name, avatar and profile contain illegal and harmful information, as well as other information that infringes the legal interests of others (including but not limited to trademark right, reputation right and portrait right), such as impersonation and unauthorized use of others’ names and portraits.

  • Sending content involving click farm on e-commerce platforms
    Including but not limited to sending content used to guide users to conduct fictitious transactions and generate false sales and positive product reviews; and to guide users to maliciously click farming, slander competitors or deliberately provide positive reviews, creating the illusion of competitor’s self-click farm and causing a credit rating downgrade to the competitor by the e-commerce platform for false transactions.

  • Sending content that endangers WeCom security
    Including but not limited to sending or sharing phishing sites and other information that deceives the users and causes them to suffer losses; and sending viruses, files, or computer code or programs that may damage or interrupt WeCom’s normal operation.

  • Sending content that Infringes
    Including but not limited to sending content that infringes on others’ right to intellectual property, privacy and reputation, such as insulting or defaming others through the illegal disclosure of their contact information and privacy.

  • Sending pornographic content
    Including but not limited to pornographic content, such as erotic videos and pictures and content related to soliciting prostitution and seeking one night stands.

  • Send violent and illegal content
    Including but not limited to sending or disseminating uncomfortable content such as human or animal abuse, self-harm, suicide, being killed, being maimed, being shot, being stabbed, or being tortured, as well as sending content about selling imitation guns, bows and arrows, controlled knives, air guns, or other lethal weapons.

  • Send gambling content
    Including but not limited to sending content about organizing gathered gambling, selling gambling equipment, carrying out gambling activities, and teaching gambling (gambling tricks) skills, techniques, and methods.

  • Send gangdom-related and terrorism-related content
    Including but not limited to sending or disseminating criminal information such as revenge for others and collection of accounts, hiring or inducing others to engage in terrorist and violent activities, forming cliques, recruiting members, and other content that can pose a potential hazard to the social order.

  • Send content about illegal items
    Including but not limited to buying and selling invoices, selling counterfeit cigarettes, counterfeit money, stolen properties, and smuggled goods, illegally faking certificates and stamps, ID cards, and credit cards, duplicating SIM cards and other information, and trading human organs.

  • Send fraud information
    Including but not limited to sending fraud information in a form similar to advertisements, such as health food and other counterfeit and inferior products whose effects have been obviously exaggerated, and fraudulent information in a form similar to pyramid schemes, fraudulent information for the purpose of obtaining others’ personal information and data, and fraudulent information for the purpose of defraudation.

  • Send false information
    Referring to information generated by fabricating or distorting facts and concealing the truth without any factual basis, including but not limited to false political information that is contrary to the basic rules and the socialist system as determined by the Constitution, endangers national unity, sovereignty, and territorial integrity, leaks state secrets, endangers national security, or damages national honor and interests, and that propagates false information about cults and feudal superstition.

  • Send other illegal and unauthorized content
    Including but not limited to sending or disseminating other content that violates the national laws, administrative regulations, departmental regulations, local laws and regulations, and other normative documents.

1. How many external contacts can be added to a WeCom account in one day?

We encourage companies to use their WeCom accounts to keep in touch with and serve their real customers, rather than acquire and convert them through large-scale marketing campaigns, especially those involving fraudulent inducement. For this purpose, employee accounts and the entire WeCom account set restrictions on the number of external contacts and the frequency of adding them.
However, WeCom will make every effort to meet the reasonable needs of different companies. That is why the specific restrictions may vary among companies based on their specific account usage, including but not limited to:

  • The integrity of the company entity info, e.g. entity verification/certification.
  • Company usage, e.g. whether members have joined the company; how members communicate with colleagues at work via WeCom; whether members reply to customers and provide relevant services timely after adding them as contacts, etc.
  • Historical feedback from existing WeCom customers, e.g. blocking, deletion, and complaint by customers.
  • The compliance of the company with the usage specifications above.
    In general, a company’s compliance with regulations and reasonable and active use of WeCom can raise this upper limit.

We also suggest companies:

Give priority to the “QR Code for Multiple Users” if you need to add more customers in a short time to avoid adding too many customers to one account in a short time.
Be cautious about taking the initiative to add a large number of customers to WeChat, such as adding customers through mobile phone number searches online, which can become disturbance to WeChat customers.

2. If an employee account in the company is blocked, will it affect the entire company?

It depends on the severity of the circumstance and the actual account usage by the company. For more information, see the violation penalty rules above.
Note: According to the operating data of the platform, it is rare that the company’s WeCom account is blocked due to the usage problem of an individual member.

3. What can I do if my company’s account has been blocked or restricted by mistake?

If the company and its employees confirm that their account use has not violated any regulations, they can take the following measures.

If it is an internal employee’s account that triggers a temporary penalty (not a permanent ban of the account), you can appeal to us to unblock the account according to the guidelines on the specific page;

If it is the company’s account that is blocked and you want to unblock it, you can prepare the relevant qualification documents of the company (including the business license, the legal person’s ID card, the legal person’s hand-held ID card, and the company’s stamped authorization letter among other information), and contact the online customer service via the company’s WeChat Official Account (Official Account name: WeCom) to make the appeal.

4. How do I delete groups that were blocked before the creator was offboarded?

If groups were blocked before the creator was offboarded, the system will send a card reminder to the super admin and business owner in “Messages” -> “Inheritance from Former Employees” in the client. Clicking the card can remove these blocked groups from the customer group list, resulting in an increased number of external contacts available to be added or invited.
