I. About Collection Account

1. What is the fee rate for merchant accounts created in WeCom?
According to Tenpay’s relevant charging rules, the 0.2% preferential fee rate primarily applies to offline physical industries represented by retail, catering, etc. Certain special industries are not eligible for the 0.2% preferential fee rate. The specific fee rate shall be subject to the actual request result.

2. How can I know the actual preferential fee rate I requested for?
At the time of signing the agreement, the preferential fee rate displayed is the actually requested rate.

After the account is successfully opened, you can navigate to: WeCom - External Collections - Collection Account - Account Details/WeChat - WeChat Pay Merchant Assistant Mini Program - Merchant Details - Transaction Fees and Settlement Rules to view the preferential fee rate.

3. How many merchant accounts can an enterprise create?
An enterprise can open multiple merchant accounts, which can be created across different entities to meet the collection needs of different departments/stores/projects. There is currently no upper limit on the number of merchant accounts.

4. What payment methods are supported for customers?
All collection methods support payments via savings cards and credit cards.

5. There is a limit on credit card collection
There is no limit on collections for enterprise-type merchant accounts.

6. How to process refunds for received funds?
Collected funds can be refunded, and the refund can be initiated by the collection staff. If you are concerned about the security of your funds, you can enable the “Refund Approval” process. After an employee initiates a refund, it must be approved by a designated approver (e.g., finance personnel, which can be freely specified) before the refund is processed. Refunds will be processed from the original merchant account where the payment for the order was received. For example: If the original payment of CNY 1,000 was received into Merchant Account A, but the company later unified to use Merchant Account B for receiving payments, if the order of CNY 1000 needs to be refunded, the refund will still be initiated from merchant account A.
WeCom does not restrict the time frame of payment records eligible for refunds; transaction fees will also be refunded when processing a refund.

7. What should we do if historical payment collection accounts are no longer in use, but customers continue to request refunds?
Refunds can be processed by topping up funds via the WeChat Pay Merchant Platform

8. Can the transaction fee expenditure account be designated as a specific account (instead of the original payment collection account)?
For financial industry enterprises, this is possible. Please contact the corresponding WeCom industry liaison owner to activate this feature via an offline manual process.

II. How To Create An Account

1. How many ways can a merchant account be created?
There are two ways to create a merchant account. Method 1: Enterprises that have already been using external collection can upgrade their original merchant account. Method 2: You can submit materials and create a new merchant account.

2. Who can create a merchant account?
It is recommended to first confirm with the company or department whether a merchant account needs to be created. If so, determine who is appropriate to request for and manage it. The merchant account creator needs to collect sensitive information such as business licenses and corporate bank accounts. After the account is successfully created, they will have permissions to check balances and withdraw funds, so a cautious decision is required.

3. What type should public institutions, Party and government offices, and social organizations choose?
Select the type of enterprise. After uploading the documents, remember to update the type to public institutions, Party and government offices, social organizations, and other relevant types.

4. What should be chosen for the business scope?
Select based on the actual business scope of the enterprise. If special qualifications need to be uploaded but the actual business scope does not cover them, adjust the business scope accordingly.

5. What should be filled in if the business scenario is online?
Provide screenshots or links of the enterprise’s actual online-related business scenarios, such as storefronts on e-commerce platforms, homepages of Xiaohongshu/TikTok/Weibo.

III. Upgrade existing accounts

1. How to upgrade an existing account?
A10: If the historical account is opened via the WeCom channel, you can directly click to confirm the upgrade;
Operation Path: (1) On the External Collection Homepage, click the “Upgrade Now” button; (2) On the External Collection Homepage, click “Collection Account - Historical Collection Accounts - Upgrade”.

IV. Enterprise-type Merchant Account

1. What are the steps and cycles for opening an enterprise-type merchant account?
Submit materials - Sign the contract - Legal representative authorization - Waiting for review and approval. It usually takes 7 working days to complete.

2. What materials are required to create an enterprise-type merchant account?
Need to prepare:
(1) Business License/Individual Industrial and Commercial Household License, etc.: Color scanned copy or photographed document.
(2) Legal Representative & Processor ID Cards: Color scanned copy or photographed document.
(3) Operator’s Own ID Card: Color scanned copy or photographed document.
(4) Corporate Bank Card: Must be opened under the same name as the enterprise.

3. How to determine if one is a financial institution?
The following types are considered financial institutions: banks, third-party payment institutions, exchanges, clearing centers, settlement institutions, as well as insurance/fund/trust/loan/guarantee/pawnbroking/consumer finance/wealth management companies, etc. At the request of regulatory authorities, enterprises must truthfully report the nature of their company.

4. How to handle legal representative authorization?
There are two methods for legal representative authorization:
(1) The legal representative scans the QR code to confirm. Applicable to scenarios where the legal representative can be directly contacted.
(2) Use the registered bank card for payment verification. Applicable to scenarios where the legal representative cannot be contacted, but the finance personnel can be reached.

5. What should I do if the business authorization letter keeps getting rejected?

V. Account Management

1. How to determine the usage scope of the collection account?

  • Setup path on mobile: Open the WeCom app, and navigate to: [Workspace -> External Payment Collection -> Account Management -> click on the corresponding merchant account name -> Account Details -> Scope of Use]. you can set the usage scope corresponding to each collection account, supporting quick configuration via paths such as management rules and contacts departments
  • Admin Console setup path: Log in to https://work.weixin.qq.com, navigate to “App Management - App - External Collections - Collection Account Management”. Here, you can set the usage scope corresponding to each collection account, supporting quick configuration via paths such as management rules and contacts departments

Tip: To avoid some employees having historical accounts as their default collection accounts, you can dissociate expired collection accounts. Historical collection records can still be viewed after dissociating.

VI. Withdraw

1. How to withdraw funds, view withdrawal records, and set up automatic withdrawals?
The account creator can log in to the WeCom for mobile, navigate to External Collections - Collection Accounts, and then click to withdraw funds, view withdrawal records, and set up automatic withdrawals (the time for withdrawal to the bank card is determined by the specific bank).

2. How long does the withdrawal take to arrive?
When an auto-initiated payout is triggered from the WeCom side, the funds generally arrive on a T+1 basis, meaning the withdrawal will be credited on the next day after initiation (regardless of weekends or working days). For manual payouts, the funds will arrive within 1-3 business days, with the exact timing determined by the bank.

3. Withdrawal Bank Card Settings
Enterprise-type merchant accounts can only be associated to corporate bank cards, while self-employed businesses can be associated to corporate bank accounts/personal bank accounts.
·If it is an enterprise-type account and a withdrawal failure occurs: Please confirm whether the filled bank card type is a corporate bank account, and verify if it is a corporate bank account under the same name as the enterprise.
·If it is a self-employed business and a withdrawal failure occurs: Please confirm whether a corporate bank account or the legal representative’s personal bank account has been selected. If a corporate bank account is chosen, it must be a corporate bank account under the same name as the enterprise; if the legal representative’s personal bank account is selected, the legal representative’s personal bank card number with the same name must be filled in.

4. How to withdraw funds if the account creation member resigns?
Funds can be withdrawn or permissions for additional roles can be configured via the mini program “WeChat Pay Merchant Assistant” after logging in with the original account creator’s credentials.

VII. Other Questions

1. Can the merchant account be canceled
Go to the WeChat Pay Merchant Platform, fill out the cancellation request, and then proceed to cancel the merchant account.
Note: Currently, deregistration of external collection accounts is processed on the Weixin Pay platform. Since WeCom does not support synchronizing the deletion of deregistered accounts, the account will still be displayed in WeCom even after deregistration

3. How to set up the policy to prevent employees from receiving customer red packets, thus avoiding avoid accessing their personal accounts?
Navigate to [Admin Console - Customers & Partner Space - Security Control - Sensitive Chat Words] to configure restrictions on receiving/sending customer red packets.
