(1) Super admins have all the management permissions for apps.
(2) Super admins can assign app management permissions to sub-admins, including the permission to create and manage apps (e.g. configure app information and broadcast messages).

(2) Sub-admins can only delete or disable apps created by themselves, by their own admin groups, or by lower-level admin groups.
